Ehsaas Rashan Program
The Prime Minister of Pakistan (Imran Khan) has announced the Ehsaas Rashan Program 2022, intending to help low-profile and poor families. The purpose of starting the Ehsaas Rashan program is to increase inflation promptly. It will be the historic subsidy program for deserving individuals from the Government of Pakistan. The most important part of this program is facilitating people while buying food from Karyana Store with a 30% discount on four main items like flour, pulses, and ghee/cooking oil.
Families earning less than Rs. 50,000 a month can register themselves under the Rashan program of Ehsaas. Only one member of an applicant’s family whose cell number is issued on his personal Computerised National Identity Card (CNIC) can enroll his family either through the 8171 SMS service or the web portal. For registration through 8171, the said member of a family can SMS his/her CNIC number to 8171. While Kiryana shopkeepers will only be able to register through the web portal.

The federal cabinet recently also approved the criteria that deserving families of foreign travelers and government employees with salaries less than Rs. 31,500 can also benefit from Ehsaas Rashan Riayat. A monthly subsidy of Rs. 1,000 will be granted to every eligible family on the purchase of flour, cooking oil or ghee, and pulses. A subsidy of Rs. 22 per kg will be given on the flour, Rs. 55 per kg on pulses and Rs. 105 per liter/kg on cooking oil or ghee at the designated Kiryana shops.
Ehsaas Rashan portal
The Ehsaas Rashan portal is a donor-beneficiary linking system for Rashan distribution. It has been set up to enable the private sector to reach the most vulnerable.
The role of the government will be to facilitate match-making between donors and beneficiaries (e.g., on a geographic basis) and provide data of eligible beneficiaries to donors.
How to Register On Ehsaas Rashan portal?
Donors and potential beneficiaries will register on the Ehsaas Rashan Portal:
Beneficiaries’ information will be validated, and eligibility determined using Ehsaas data.
Donors will be evaluated against a specific eligibility criterion to ensure only trustworthy, tax compliant, and at-scale organizations become partners of the Ehsaas Rashan Program.
After signing data privacy agreements, beneficiary information will be shared with donors to ensure disbursement of food ration packs or cash equivalent to beneficiaries.
The government will ensure one person from the family gets benefits and will monitor delivery on a sample basis.
The private sector will be responsible for establishing a mechanism for sourcing and disbursement of Rashan or cash equivalent for beneficiaries.
Donors will be given a list of parameters to select from to identify which segment of the beneficiaries do they want to support.
The parameters include the area of residence district/tehsil, gender of the beneficiary, etc. Based on the chosen parameters a subset of beneficiaries will be identified from a larger pool who may then benefit based on a first-in-first-out basis.
There are two categories of donors that the government is looking towards initially in the Ehsaas Rashan Program i.e. For-profit private organizations and Not-for-profit private organizations. Their eligibility criteria are posted on the website https://rashan.pass.gov.pk/.
We are starting with large corporate donors with annual revenue of at least PKR 2 bn willing to donate at least PKR 10 Million in Rashan packs or cash equivalent. Similarly, NGOs approved by the Ministry of Interior and EAD willing to donate PKR 10 million are invited to participate at this stage.
